Sometimes language suffers on the way to making a good point. What Mr. Fife was referring to was the fact that polling numbers for the federal Conservatives in Quebec always tend to be a little lower because the polls are typically “skewed” by over sampling on the island of Montreal. Conservative support is generally lower there than in eastern Quebec (which is under-sampled), so province-wide Conservative numbers will be lower than they should be.

Just another of those “I know what you meant despite how you said it” moments. Good thing he didn’t try to explain kurtosis [1]
